UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a new study of local authorities, English councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of local authorities are planning to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and land to shore up their finances, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

This coalition said that a significant number of authorities attempting to raise money from a fire sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on service redesigns and utilising savings to manage growing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in southeast England said its asset disposal plan featured the sale of a retail complex in a local town and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Rises and Broader Financial Strains

This research of councils in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will need to raise council taxes next April to address the rising cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” stated a council leader.

He continued: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Forecasts

Research of regional authorities this week further found council budgets being stretched by the increasing figures of children and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a policy document outlining those reforms was recently delayed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, many key cities members were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” said the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of England. The figures highlights the extent of difficulties confronting municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the study found.
